What testosterone level is ok?

I tested my testostrone level it came to 288.8, ideal is between 280 to 811, I think its too low for my age that is 30. I asked my doctor to prescribe me tabs but he said there is no need. Shall i go to other urologist or somebody from community will guide me, and give some testosteron tablets available in indian market.
