Penis not growing probably?

17 years old and I have puberty signs but nether penis or testicles grown ever the last 6 years is this normal ? Is there something wrong with me ? Do I have to look for urologist as long as I have the chance that I'm still in puberty. Pls no rude answers I'm depressed already. And I have enough **** that is running in my life
